Can you give us a synopsis of that chapter?

Steve, it's more substantial than a chapter and it also includes a long dialog between the characters on the Urantia Book's "prime directive" and the UB's admonition not to make social changes too quickly. The upshot is that the situation on earth is projected to extinguish the human race thus justifying a multi-generational (400 year) intervention stripping the planet of all military power and establishing a world government under alien control (they have God-like powers) until the future population has been sufficiently reeducated to insure that the planet lives in peace forever more...

HOWEVER... I warn you... The story is comically ridiculous overall. The crux of the alien plan, for all future humans is that the universal (free willed) choice of genuine brotherhood among humans will be the result of everyone in those future generations having "good sex". 😆😂🤯

I have now published four novels. All of them are illegal in half the world's countries. Reader be warned! 😱

Positive ET Intervention is risky: violation of the Prime Directive, pushback by negative ETs, misuse of alien technology. Ideally, we should lift ourselves up by our own bootstraps. But a carefully managed intervention can be good for both sides - ET's learning from humans and vice versa. What will save us is a Divine light that all beings can relate to.

My point is: we can't do it alone. We simply won't make it. And beings who are thousands or millions of years ahead o us, and are overseen by angelic and divine beings, are likely to be a great boon. Plus, we've earned this gift.
